John Bibby is ARCH's CEO.
John has worked in local government since 1974 and was until
2014 Director of Housing & Community Services at the City of
Lincoln Council, where he had responsibility for both the Council's
strategic housing and housing landlord functions in managing the
City Council's stock of just under 8,000 council homes.
John is a keen supporter of collaborative working and was also
instrumental with others in setting up ARCH.
John's previous housing experience included spells at two
metropolitan borough councils in the North West - St Helens Borough
Council, where he started his housing career, and Sefton Borough
Council on Merseyside. John has also worked in the former Welsh
district of Alyn & Deeside.
Carole Halfacre has over 25 years' experience of working in
social housing. She began her housing career in frontline housing
management for the London Borough of Ealing and worked as a
resident involvement officer for Ealing and for Warden Housing
Association. She was employed by the previous regulator, the
Housing Corporation, in regulation and inspection policy, including
being policy advisor for resident involvement, and was an assistant
director at HouseMark.
Carole has also worked in the private sector as a trainer and
consultant with a range of organisations to develop management and
leadership capabilities. She is a qualified trainer, a Fellow of
